Joseph Morris is the Deputy Chief Innovation Officer of Government Technology's parent company e.Republic and a national keynote speaker on issues, trends and drivers impacting state and local government and education. He has authored publications and reports on funding streams, technology investment areas and public-sector priorities, and has led roundtables, projects and initiatives focused on issues within the public sector. Joe has conducted state and local government research with e.Republic since 2007 and knows the ins and outs of government on all levels. He received his Bachelor of Arts in government and international relations from the California State University, Sacramento.

Secretary, North Carolina Department of Transportation

​​​Eric Boyette was named secretary for the N.C. Department of Transportation by Governor Roy Cooper in February 2020. As transportation secretary, Boyette oversees one of the largest state-maintained highway systems in the nation, and all modes of transportation, including aviation, ferries, rail, public transit and bicycle and pedestrian transportation, as well as the Office of Civil Rights and Division of Motor Vehicles. Boyette is chairman of AASHTO’s Committee on Data Management and Analytics. He also serves as chairman of the North Carolina Turnpike Authority Board of Directors and is on the State Ports Authority Board of Directors and the State Emergency Response Commission. ​

He brings extensive experience at the national and international levels, having led asset strategy, digital, and organization transformation projects across the globe, resulting in significant savings, risk reduction, and performance improvement. Dr. Roberts’ experience in driving asset performance and planning for long-term asset investment, is directly relevant to today’s opportunities from the federal infrastructure funding. Chris is focused on driving economic growth, climate resilience, sustainability, and social equity through targeted investment in infrastructure.
