Sean McSpaden is an executive level information technology professional with over 30 years of experience in the private, non-profit, and public sectors. His background includes the start-up and management of several small businesses and he has served on the Board of Directors or in Executive Director positions for several 501(c)(3) non-profit organizations. Sean’s public service experience includes progressively responsible positions as an IT analyst, and in statewide coordination, management and leadership positions within the Executive and Legislative branches of Oregon state government. From June 2008 to September 2013, served as the state of Oregon’s Deputy State Chief Information Officer.

Jarrod McAdoo brings over 24 years of procurement experience across multiple industries, including defense contracting, higher education, retail, manufacturing, and engineered products. During this time, Jarrod held various roles in category and supplier management including the management of strategic sourcing and procurement teams as well as leading teams in implementing shared service procurement models and source to pay systems. Jarrod holds a Masters in Business Administration from Duquesne University and a Bachelor’s degree from Carnegie Mellon University.

Deputy Assistant Director of Operations, State Procurement Office, Arizona Department of Administration

Jill has had the pleasure of serving the great state of Arizona in a variety of policy areas since 2011. Her career in public service began as a Strategic Planning and Budget Analyst under Governor Jan Brewer, where she oversaw public safety and natural resource agencies. She later moved over to the Arizona State Land Department as an Assistant Director where she oversaw all administrative functions of the agency and also led the implementation of the Arizona Management System (a Lean based management system) for the Department. She later transitioned to the State Procurement Office within the Department of Administration, where she currently serves as the Deputy Assistant Director of Operations. Jill holds a Master’s Degree in Business Administration, as well as a Bachelor’s Degree in Music Business. Additionally, Jill is a 2020 Flinn Brown Center for Civic Leadership Fellow and her prestigious procurement intern program was recognized nationally as a finalist in 2021 for the National Association of State Procurement Officials George Cronin Award for Procurement Excellence.
