Richelle has worked with State and Local governments for nearly 20 years focused on Health & Human Services and specialized in Child Welfare solution design. Richelle leverages human centered design which fuels her passion to create technology that matters, while generating business value for HHS agencies and the citizens they serve. Using Design Thinking and Design Spring frameworks, she works with clients to prioritize work so they focus on the most pressing issues, and collaborating with business and IT to co-design impactful solutions. Richelle has worked with several clients delivering county- and state-administered programs to design child welfare solutions, both for complete modernization planning as well as wrapping new solutions around existing technology infrastructure for specific modular components as part of the agency's incremental modernization journey.

Michael Yozzi — Panelist

Child Welfare Leader, AWS

Michael Yozzi leads child welfare work for Amazon Web Services’ (AWS) Health and Human Services (HHS) team. In this role, he helps state and local agencies that serve children, youth, and families by providing guidance and recommending best practice to improve services and outcomes with technology. Prior to working at AWS, Michael worked on health and human service teams at IBM and MAXIMUS. In these roles, he successfully implemented IT projects for federal and state agencies, including the Social Security Administration, Centers for Medicare & Medicaid Services, County of San Diego HHS, New York City Department of Homeless Services (DHS), and State of Rhode Island DHS. Michael has a Master Social Work (MSW) and spent the first half of his career working in the state of Pennsylvania and Virginia leading child welfare and behavioral health programs.

Senior Solution Consultant, Pegasystems

Ann started her career at the Colorado Department of Human Services (CDHS) and has over 30 years’ experience in Health and Human Services specializing in Child Welfare. Ann has worked on the government side as well as the vendor side and brings a unique perspective to HHS Solutions for State and local governments. She has been a project leader/subject matter expert for various vendors on several large-scale statewide implementations for Child Welfare and other human services solutions. This includes project management, product design and development, full software life cycle experience (SDLC), policy and business consultant, fit gap analysis, design thinking and quality practice area expertise. She was a Senior Product Manager in the development of one of the first ever Commercial-off-the-Shelf (COTS) Solutions for Human Services which includes Child Welfare, Youth Corrections, Adult Protective Services and Social Program Management. She has also worked as an Offering Manager at IBM in Human Services, which identifies customer’s needs, trends in the market, case studies, client and partner enablement, product roadmap and modernization. Ann joined Pegasystems in May 2022 as a Senior Solution Consultant for the State and Local Government team. Ann is passionate about Child Welfare and helping families and children stay safe and improve their well-being through innovation and technology, as well as helping caseworkers with their very important work.

Deborah is an accomplished C-level executive, influencer and educator who has dedicated her career to improving state and local government services for the citizens of New York state through policy and technology innovation. She has a broad range of experience in government, policy, cybersecurity, privacy and information technology. She recently retired from the position of New York state’s chief information security officer, where she led the state’s cybersecurity programs and directed the NYS Cyber Command Center. She works with organizations and universities to strengthen cybersecurity defenses and preparedness, and to create and inspire the next generation of cyber leaders.
