Bob Woolley — Moderator

Senior Fellow, Center for Digital Government

Bob was the chief technical architect for the state of Utah’s Department of Technology Services, including the development of the state’s Utah.gov portal. Utah has been widely recognized in these areas with numerous national awards. He has also been a technical lead and RFP writer for the WSCA/NASPO Cloud and Data Communication Procurements. He has experience with state, county and higher education employee skill assessments and technology upgrade implementations, including large-scale database migrations from RDMS to NoSQL platforms. He has extensive private-sector experience with Microservices Architecture implementation and DevOps using hybrid cloud deployment patterns.

 

Doug Couto — Panelist

Senior Fellow, Center for Digital Government and former CIO, Michigan Department of Transportation

Doug Couto has more than 35 years in public-sector executive leadership roles that includes the U.S. Air Force, the state of Iowa (CIO), and the state of Michigan (information officer and DOT CIO). When he moved to the private sector (Citrix and Dell), he continued working with state/local governments and education to maximize the benefits of technologies such as virtual desktops, mobility solutions and cloud computing.

 

Daniel Rhoden — Panelist

Cloud Data Architect Lead, Cloudreach

Daniel Rhoden, a Senior Cloud Data Architect and Lead at Cloudreach, has been a Google Cloud Advisor on Serverless Architecture for over 7 years. For the past 3 years, Daniel has worked closely with Public Sector customers on Data & Analytics projects that require highly scalable and secure solutions. He was an instrumental lead in the design of the Pronghorn Data Processing System, the Real Time Data Hub, and the Advanced Data Analytics Platform for a State's Department of Transportation.

 

Monali Shah — Panelist

Strategic Business Executive, Public Sector, Google Cloud

Ms. Shah is a strategic business executive for the public sector at Google. In this role, she drives the creation of smart cities, sustainability and mobility solutions leveraging Google Cloud’s AI capabilities to address the needs of public sector agencies. Ms. Shah previously served as the director of intelligent transportation atHERE Technologies and led transportation agencies in the areas of smart cities, connected and automated driving and traffic management. She serves as an advisor to transportation commissioners. She serves on the board of directors for ITS America and DOE’s Smart Mobility Executive Advisory Ms. Shah has a degree in civil and environmental engineering from the University of Michigan and holds an MBA from the University of Chicago.
